Scenario

To review the way in which the Isle of Man was tackling the "Digital Divide".

Situation

"Digital Divide" is generally defined as the shortfall in opportunities experienced by those with no, or limited, access to Information & Communication Technologies (ICT), when compared to the opportunities enjoyed by those with comprehensive access to ICT. In announcing the review, Chief Minister Richard Corkill said "It is important that all members of our society have the opportunity to benefit from this new technology so that our society does not become divided on digital grounds. I welcome this review as a further indication of Governments determination to ensure that we achieve our objective of being one of the most advanced e-societies globally"

Charteris Role

Charteris agreed the scope, approach and deliverables, and identified the key stakeholders for consultation in discussion with the client. Around 30 interviews were conducted on an individual or small group basis.

Solution

An inventory of the current public facilities for Internet access and skills training was drawn up, and digitally disadvantaged target groups identified. Research was conducted to understand the successes and failures of work undertaken by other jurisdictions. Drawing on this knowledge, capability targets and priorities were established for the Isle of Man, and a policy framework and underlying action plan drafted. The draft report was reviewed and agreed with the Chief Secretary's Office.
